In May 2022, Governor Andy Beshear and Energy and Environment Cabinet Secretary Rebecca Goodman announced the City of Elkton and the Elkton-Todd County Park would receive a $23,000 grant for a “Poured-In-Place Surfacing in Multiple Playground Areas” project in the park. The grant is from the Waste Tire Trust Fund, established by the 1998 Kentucky General Assembly to receive a $2 fee from each retail sale of a new tire in the state. The fund helps manage the approximately 5 million scrap tires generated in Kentucky each year and promotes the development of markets for recycled tire products.
“These projects are a great way to recycle used tires, which helps the environment and provides better recreation facilities for those communities, Gov. Beshear said. “Getting outdoors, especially as we look to socialize during the summer months, promotes a safer, healthy lifestyle.”
Secretary Goodman applauded all those that applied for the funding. “The cabinet is very pleased to make this funding available,” Sec. Goodman said. “Everyone benefits when these projects are done.”
City and County employees partnered together in August 2022 to prepare the playground areas by removing old crumb rubber mulch and crosstie border and installing new concrete curbs and setting base rocks to prepare for the installation of pour-in-place rubber surface. City and County employees, as well as Todd County Detention Center inmates, also prepped and re-painted the playground equipment to make it look almost as good as new! Finally, Miracle of KY and TN delivered and installed the rubber surface in September 2022.
The City and County provided matching funds through labor and materials to prepare and install the playground areas for the new rubber surface and the grant paid for all of the pour-in-place rubber material and freight to deliver the surface to the park. The city also applied for and received additional grant funds through the Kentucky League of Cities Liability Grant Program in the amount of $3,000 to help pay for installation of the rubber safety surface. The project was completed at the end of September 2022.
