Regarding the Section 106 Review Under the National Historic Preservation Act (NHPA)and Adverse Effects for the Acquisition and Demolition Project in Elkton, Kentucky FEMA Hazard Mitigation Grant Program (HMGP)
Seeking Public Comment
The Federal Emergency Management Agency (FEMA) is providing funding to the City of Elkton to acquire two (2) properties and demolish the buildings on one (1) of the properties in Elkton, Todd County, Kentucky using Hazard Mitigation Grant Program (HMGP) Funds. As a part of compliance responsibilities under regulations 36 CFR Part 800, Section 106 of the National Historic Preservation Act (NHPA) requires federal agencies, including the FEMA, to identify and consider the potential effects of its actions on historic properties through a collaborative framework for seeking and considering the views of the public on how potential adverse effects on historic properties resulting from a proposed Federal action should be addressed.

Project Title(s): HMGP 4428-0012 Acquisition
Proposed Work: The City of Elkton (applicant) proposes to acquire two (2) properties located at 659 East Jefferson Davis Highway (36.807832, -87.143974) and 693 East Jefferson Davis Highway (36.807820, -87.143639). The residential property at 659 East Jefferson Davis Highway was significantly damaged by flooding during events in 2016 and subsequently demolished the same year to protect human life and safety. The commercial property at 693 East Jefferson will be demolished after acquisition. The property includes approximately 4,300 square feet of buildings including the original structure and associated detached buildings. All ground disturbing activities associated with the demolition of 693 East Jefferson Davis Highway will be conducted within the existing footprint of the buildings and will not result in new ground disturbing activities. Utilities will be capped, and the foundation will be pushed below grade within the original footprint. Following demolition, both plots of land will require fine grading. Once demolition and grading activities are completed, the properties will be deed restricted and utilized as open space per 44 CFR 206.434(e).
Public Comments: Any Member of the public is encouraged to provide views on how the project may affect historic properties and the ways these effects may be avoided, minimized, or mitigated by writing to the Federal Emergency Management Agency, Region 4, 3005 Chamblee‐Tucker Road, Atlanta, Georgia 30341, or by emailing fema-r4ehp106@fema.dhs.gov Comments should be sent in writing with the subject line “HMGP 4428-0012 City of Elkton Acquisition” at the above address within 15 days of the date of this notice.
