(A) Regular meetings of the Council shall be held once each month on the second Thursday of each month at 6:00 p.m. based on the official time then prevailing throughout Todd County; provided, however, that whenever the second Thursday of a month falls on a legal or observed<\/em><br \/>\n<em>holiday, then the regular meeting for that month shall be held on the ensuing Monday which is a secular day at 6:00 p.m., or if such Monday is also a holiday, then on the ensuing Tuesday.
