The City of Elkton, Kentucky operates the Elkton Scattered Site Housing Rehabilitation Program through the Pennyrile Area Development District. The program is funded by the Kentucky Department for Local Government with Community Development Block Grant (CDBG) funds from the US Department of Housing and Urban Development.<\/span><\/p>\n

This housing program offers income eligible clients the following activities:<\/span><\/p>\n

Rehabilitation<\/strong> – eligible major repairs of code violations to the home you own and occupy.<\/span><\/p>\n

Reconstruction<\/strong> – for a home beyond repair that you own and occupy. The present structure would be demolished and a new home built in its\u2019 place. The size of new structure will vary according to current family needs.<\/span><\/p>\n

Eligibility Guidelines<\/strong><\/span><\/p>\n

Applicants must have a gross annual income that does not exceed 80% of the median income for Todd County. {Current median income for Todd County is $45,700 – effective 2010}. Use the following table to see if you are income eligible.<\/span><\/p>\n\n\n\n\n

This program requires that you are low to moderate income, you own and occupy the structure as your principal place of residence, you owe no county or city property taxes, you have current home owners insurance (flood insurance, if required), you are not delinquent on any Federal loan, you are current on all credit payments the past 6 months and the structure has code violations or is beyond repair. You must have legal title (fee simple) to the structure for which the assistance is requested. You must reside within the Elkton city limits.<\/span><\/p>\n

Type of Assistance Available<\/strong><\/span><\/p>\n

A combination low interest loan and forgivable deferred loan (FDL) will be offered to eligible clients for the repair and\/or reconstruction of their homes with major code violations. All applicants will be prioritized by a point systems based on income level, the condition of the home, elderly, disabled, or have children living in the home. Priority will be given to those with the lowest income and are elderly and\/or disabled.<\/span><\/p>\n

The forgivable deferred loan (FDL) is reduced monthly in equal amounts over a five (5) year period. No repayment of the forgivable portion is required if the ownership and occupancy of the property are retained and the property is maintained during the term of the mortgage. A mortgage will secure both the loan and forgivable grant and will be recorded at the Todd County Courthouse.<\/span><\/p>\n

The City of Elkton will be accepting applications for the Scattered Site Housing Rehabilitation Project from May 1, 2014 until June 15, 2014.
