The Elkton City Council met in special session on Monday, June 18, 2012 at 6:00 PM at Elkton City Hall with Mayor Nancy T. Camp presiding.<\/span><\/div>\n
<\/div>\n
City Council members present: Doug Gibson; Eugene Jefferson; Danny Laster; David Powell; and, Cindy Sidebottom.<\/span><\/div>\n
<\/div>\n
City Council members absent: Jimmy Scott.<\/span><\/div>\n
<\/div>\n
Others present: City Clerk\/Treasurer Laura Brock; Terry Frogue, Utility\/Street Superintendent; Jeff Traughber, City Attorney; Megan Sisco, Todd County Standard; <\/i>and, <\/i>Carla Jiminez, Kentucky New Era.<\/i><\/span><\/span><\/div>\n

Mayor Camp called the meeting to order at 6:00 PM and reminded everyone only items on the agenda could be discussed.<\/span><\/div>\n

1.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/span><\/span>\u201cToday in America\u201d TV Show Proposal<\/span><\/div>\n
2.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/span><\/span>2nd<\/sup> Reading Ordinance 2012-4 \u2013 Adopting Pay Scale<\/span><\/div>\n
3.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/span><\/span>Water Line Separation with Todd County Water District<\/span><\/div>\n

Mayor Camp reported the city was contacted by a production company to produce a television \u201cinfomercial\u201d about the City titled \u201cToday in America\u201d hosted by Terry Bradshaw.\u00a0 <\/span>The show would air once nationally and nineteen times on regional networks.\u00a0 <\/span>The city would have to enter into a \u201cParticipation Agreement\u201d and pay a $19,800 fee.\u00a0 <\/span>Clerk Brock stated that the city would own the license and would be able to use the video for promotion of the city or as we see fit.\u00a0 <\/span>City Attorney Jeff Traughber stated he reviewed the Participation Agreement and after researching the company, found that it was under investigation with the Florida Attorney General.\u00a0 <\/span>He also reported other cities that have agreed to participate, but have then tried to get out of the contract.\u00a0 <\/span>Clerk Brock stated she would like to contact some of the other cities to see if they were happy with the final product.\u00a0 <\/span>It was the consensus to do more research on this opportunity and Mayor Camp will report back to the council if we get positive input.\u00a0 <\/span>\u00a0\u00a0\u00a0<\/span><\/span><\/div>\n

Clerk Brock read second reading of Ordinance 2012-4, \u201c<\/span>ORDINANCE ADOPTING PAY SCALE<\/span>.\u201d\u00a0 <\/span>Mr. Jefferson motioned to adopt after second reading and seconded by Ms. Sidebottom.\u00a0 <\/span>Motion carried unanimously by show of hands.<\/span><\/div>\n

Terry Frogue and Mr. Traughber updated the council on discussions regarding water line separation and territory boundaries with the Todd County Water District.\u00a0 <\/span>Mr. Traughber has spoken with Mac Johns, Attorney for the Water District, and Todd County Judge Executive Daryl Greenfield and reported positive conversations.\u00a0 <\/span>Both reported that we need a written agreement with the Water District and will continue to work out the details to present to the council.<\/span><\/div>\n
