Minutes: City Council Special Meeting
August 24, 2010

The Elkton City Council met in special session on Tuesday, August 24, 2010 with Mayor Nancy T. Camp presiding.

City Council members present: Doug Gibson; Eugene Jefferson; Danny Laster; David Powell; Cindy Sidebottom; and, Jimmy Scott.

Others present: City Clerk/Treasurer Laura Brock.

Mayor Camp called the meeting to order at 5:30 PM and reminded everyone that only items on the agenda could be discussed.

Agenda
 
1.    2010 Property Tax Rate
2.    Bailey Building on North Main Street and North Main CDBG Project

Clerk Brock presented the property tax rate calculations for 2010.  The compensating rate for 2010 is $.248 per $100 assessment for real property and $.309 per $100 assessment for personal property.  The compensating rate would generate approximately $4,787 over last year.  The 4% rate, which requires a public notice and public hearing is $.257 per $100 assessment for real property and $.321 per $100 assessment for personal property.  The 4% rate would generate approximately $10,571 over last year.  Last year’s rates were $.249 per $100 assessment for real property and $.444 per $100 assessment for personal property.  After discussion, Mr. Gibson voted to set the 2010 rates at the compensating rate.  Motion seconded by Mr. Powell and carried unanimously.

Clerk Brock read first reading of Ordinance 2010-9, “AN ORDINANCE FIXING THE AD VALOREM TAX RATE UPON THE ASSESSED VALUATION OF REAL ESTATE, PERSONAL PROPERTY, MOTOR VEHICLES AND WATERCRAFT WITHIN THE CITY LIMITS OF ELKTON, KENTUCKY, FOR THE YEAR 2010.”  Mrs. Sidebottom motioned to accept after first reading and seconded by Mr. Jefferson.  Motion carried unanimously by show of hands.

Mayor Camp stated that Steve Bailey has stated he would sell the city the building on North Main Street for $36,000.  Clerk Brock explained that the city could apply for a CDBG grant of up to $500,000 to renovate the building.  If the city owns the building, we can use the appraised value of the property as part of our required $75,000 match.  There was discussion about having the building inspected or appraised prior to purchase.  After discussion, Mr. Jefferson motioned to purchase the building for $36,000.  Motion seconded by Mr. Gibson.  Those voting in favor of the motion by show of hands were Gibson, Jefferson, Powell and Sidebottom.  Voting opposed were Scott and Laster.  Motion carried.          

There were no further items on the agenda, therefore Mrs. Sidebottom motioned to adjourn and seconded by Mr. Laster.  Meeting adjourned at approximately 5:50 PM.
