

Elkton City Hall Staff
Kayce Bright, City Clerk/Treasurer, began working for the City in November 2022. Kayce began working with the City as the Utility Clerk. Kayce was appointed City Clerk/Treasurer in September of 2024. Some duties of the City Clerk/Treasurer include maintenance and safekeeping of the permanent records of the city; keeping a true and full record of all proceedings of the City Council; prepares and presents financial reports of the City to the City Council; responsible for preparation of property tax bills; oversees all taxes and licenses imposed by the City. Kayce will receive her Certification as a Kentucky Municipal Clerk in 2025.

Rebecca Collins, Assistant City Clerk, began working for the City in July 2024. In her current role, Rebecca oversees business licensing, occupational and payroll taxes, and insurance premium taxes for the City. Some duties of her position include administering and processing business licenses, maintaining records related to local taxes, assisting businesses with licensing and tax requirements, and ensuring the collection and reporting of taxes imposed by the City. Rebecca plays an important role in supporting the City’s financial operations and providing service to both residents and local businesses.

Abby Lee, Utility Clerk, began working for the City in February 2026. Abby’s main duties include billing and collection of utility payments, maintenance of cemetery records, remitting sales and utility tax and working with the Code Enforcement Board.

Elkton Public Works Staff
The City of Elkton’s Public Works Department is responsible for maintaining the city’s infrastructure, public spaces, and essential services. The department team includes Justin Moberly, Josh Reynolds, Chris Brady, and Dalton Taylor, who work daily to keep the city operating smoothly. Their responsibilities include maintaining streets, assisting with city utilities, and caring for public property throughout the community. The department is also supported by part-time employee Chris Salazar. In addition, TCCHS Co-Op student Ethan Hall assists the department by keeping the Public Square clean and beautiful.
