ELKTON SCATTERED SITE HOUSING REHABILITATION PROGRAM

The City of Elkton, Kentucky is accepting applications for the Elkton Scattered Site Housing Rehabilitation Program.  The program is funded by the Kentucky Department for Local Government with Community Development Block Grant (CDBG) funds from the US Department of Housing and Urban Development.

This housing program offers income eligible clients the following activities:

Rehabilitation – eligible major repairs of code violations to the home you own and occupy.

Reconstruction – for a home beyond repair that you own and occupy. The present structure would be demolished and a new home built in its’ place.  The size of new structure will vary according to current family needs.

Eligibility Guidelines

Applicants must have a gross annual income that does not exceed 80% of the median income for Todd County. {Current median income for Todd County is $62,800 – effective 2022}.  Use the following table to see if you are income eligible.

This program requires that you are low to moderate income, you own and occupy the structure as your principal place of residence, you owe no county or city property taxes, you have current home owners insurance (flood insurance, if required), you are not delinquent on any Federal loan, you are current on all credit payments the past 6 months and the structure has code violations or is beyond repair. You must have legal title (fee simple) to the structure for which the assistance is requested.  You must reside within the Elkton city limits.

Type of Assistance Available

A combination low interest loan and forgivable deferred loan (FDL) will be offered to eligible clients for the repair and/or reconstruction of their homes with major code violations.  All applicants will be prioritized by a point system based on income level, the condition of the home, elderly, disabled, have children living in the home, and veteran status.  Priority will be given to those with the lowest income and are elderly, disabled and/or a veteran.

The City, through the Department for Local Government CDBG Program, will provide up to $100,000 per unit for rehabilitation/reconstruction. The cost of rehabilitation/reconstruction will be in the form of a twenty-year forgivable deferred payment loan, which will not require monthly payments and will be forgiven at the rate of 1/20 per year that the owner remains in the property. Other financing options may be utilized, if necessary, to provide additional matching fund sources above the $100,000 provided by the program. The additional funding required shall be the responsibility of the homeowner to secure and contribute toward the project.
