Minutes: Special City Council Meeting
June 18, 2012
6:00 PM
The Elkton City Council met in special session on Monday, June 18, 2012 at 6:00 PM at Elkton City Hall with Mayor Nancy T. Camp presiding.
City Council members present: Doug Gibson; Eugene Jefferson; Danny Laster; David Powell; and, Cindy Sidebottom.
City Council members absent: Jimmy Scott.
Others present: City Clerk/Treasurer Laura Brock; Terry Frogue, Utility/Street Superintendent; Jeff Traughber, City Attorney; Megan Sisco, Todd County Standard; and, Carla Jiminez, Kentucky New Era.
Mayor Camp called the meeting to order at 6:00 PM and reminded everyone only items on the agenda could be discussed.
AGENDA
1.       “Today in America” TV Show Proposal
2.       2nd Reading Ordinance 2012-4 – Adopting Pay Scale
3.       Water Line Separation with Todd County Water District
Mayor Camp reported the city was contacted by a production company to produce a television “infomercial” about the City titled “Today in America” hosted by Terry Bradshaw.  The show would air once nationally and nineteen times on regional networks.  The city would have to enter into a “Participation Agreement” and pay a $19,800 fee.  Clerk Brock stated that the city would own the license and would be able to use the video for promotion of the city or as we see fit.  City Attorney Jeff Traughber stated he reviewed the Participation Agreement and after researching the company, found that it was under investigation with the Florida Attorney General.  He also reported other cities that have agreed to participate, but have then tried to get out of the contract.  Clerk Brock stated she would like to contact some of the other cities to see if they were happy with the final product.  It was the consensus to do more research on this opportunity and Mayor Camp will report back to the council if we get positive input.     
Clerk Brock read second reading of Ordinance 2012-4, “ORDINANCE ADOPTING PAY SCALE.”  Mr. Jefferson motioned to adopt after second reading and seconded by Ms. Sidebottom.  Motion carried unanimously by show of hands.
Terry Frogue and Mr. Traughber updated the council on discussions regarding water line separation and territory boundaries with the Todd County Water District.  Mr. Traughber has spoken with Mac Johns, Attorney for the Water District, and Todd County Judge Executive Daryl Greenfield and reported positive conversations.  Both reported that we need a written agreement with the Water District and will continue to work out the details to present to the council.
                                                 
There was no further items on the agenda, therefore Mr. Laster motioned to adjourn and seconded by Mr. Powell.  Motion carried unanimously and meeting adjourned at approximately 6:30 PM.
