Minutes: City Council Meeting
March 14, 2011
7:00 PM
The Elkton City Council met in regular session on Monday, March 14, 2011 with Mayor Nancy T. Camp presiding.
City Council members present: Eugene Jefferson; Jimmy Scott; Danny Laster; David Powell; Cindy Sidebottom; and, Doug Gibson.
Others present: City Clerk/Treasurer Laura Brock; Utility Superintendent Terry Frogue; Police Chief Bruce Marklin; and, Catherine Darnell, Todd County Standard.
Mayor Camp called the meeting to order at 7:00 PM and led the Pledge of Allegiance. Chief Marklin gave invocation.
After reviewing the minutes of the February 14, 2011 regular council meeting, minutes of the February 23, 2011 special council meeting, bills payable and financial reports, Mr. Powell motioned to approve. Motion seconded by Mr. Gibson and carried unanimously.
Clerk Brock read first reading of Ordinance 2011-2, “ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF ELKTON, KENTUCKY DEALING WITH THE ELKTON-TODD COUNTY RECREATION COMMISSION.” Mr. Jefferson motioned to approve after first reading and seconded by Mr. Gibson. Motion carried unanimously.
Clerk Brock read first reading of Ordinance 2011-3, “AN ORDINANCE REPEALING §35.015 OF THE CODE ORDINANCES OF THE CITY OF ELKTON, WHICH ESTABLISHED A PARKS AND RECREATION ADMINISTRATION COUNCIL.” Mr. Powell motioned to approve after first reading and seconded by Mr. Gibson. Motion carried unanimously.
Clerk Brock read first reading of Ordinance 2011-4, “AN ORDINANCE AMENDING SECTION 52.04(A) OF THE CODE OF ORDINANCES OF THE CITY OF ELKTON ADJUSTING AND MODIFYING USER RATES FOR WASTEWATER SERVICES IN THE CITY OF ELKTON.” Mr. Gibson motioned to approve after first reading and seconded by Mr. Scott. Voting in favor of the motion were Gibson, Jefferson, Scott, Powell and Sidebottom. Voting opposed was Laster. Motion carried.
Mayor Camp reported she received a letter of resignation from Bryan Mason from the Recreation Commission. Mr. Scott motioned to accept the resignation and seconded by Mr. Jefferson. Motion carried.
Clerk Brock, Mr. Laster and Mr. Scott updated the council on the Day of Service volunteer project in the City-County Park. Mr. Laster stated that we are mostly relying on local volunteers on the Kick Off Day scheduled for March 26th. Most of the volunteers on the Day of Service on April 9th will be from the Church of Jesus Christ of Ladder-day Saints.
COUNCIL REPORTS
Mr. Jefferson called for a report from Police Chief Marklin. Chief Marklin reported department activity last month. Also, the department has been advertising for a police officer position since Officer Bobby Miller is no longer with the city. The department will now need to hire two officers, because Officer Rocky Barr just informed the Chief he has accepted a position with the Todd County Sheriff.
Mr. Scott reported that spring soccer has started in the park and that baseball and softball will be starting soon. The Recreation Commission also has all appointed positions filled.
Mr. Laster called for a report from Mr. Frogue. Frogue reported that it appears from the usage reports from Logan-Todd Regional Water that the city’s usage is down after the large leak was fixed at the end of February. We will know more when we have a full month’s usage report. Also, at the end of the week some of the larger water meters will be tested in the ground to check for accuracy. Finally, Frogue reported the need to start thinking about water tanks that needed painting and repaired.
Powell reported only one fire run last month, which was to South Todd Elementary for a bomb threat.
Mr. Gibson reported a large pothole behind Max Fuel adjacent to Streets Avenue. The Utility Department will fill in the hole with gravel.
MAYOR’S REPORT
Mayor Camp announced that Mediacom will be adding a “country tv” channel 115 to the service effective April 13th at no additional cost.
Mayor Camp received a request for the annual donation to Project Graduation. Mr. Laster motioned to contribute $250 and seconded by Mrs. Sidebottom. Motion carried unanimously.
Mayor Camp announced the 2010 Census figures will be released this week.
Mayor Camp reported the Todd County Community Alliance is holding an “Eggstravaganza” event in Elkton from April 28th to April 30th. They would like the city to sponsor a carnival during this event. Mayor Camp presented a proposal from Great American Shows from Madisonville. She has spoken with the operator of the show to work out the details. The city will provide the Elkton Die Casting lot, security, water service and garbage pickup. The company would keep all proceeds from concessions with a certain percentage of rides donated to the city. After all city expenses are paid, remaining proceeds would be donated to the Todd County Community Alliance. After discussion, Mr. Powell motioned to contract with Great American Shows for the carnival. Motion seconded by Mr. Laster and carried unanimously.
Mr. Laster motioned to adjourn and seconded by Mr. Scott. Motion carried unanimously and meeting adjourned at approximately 8:30 PM.
